Windows APR still being taken from HTTPD zipfiles (was Re: [Issue 1869] svn move moving files to the wrong directory in windows using relative path names)

The subversion-deps zipfiles that get rolled, get based upon the httpd
zips (see:
<http://subversion.tigris.org/release-process.html#before-release>).

We could really use a Windows person checking up on whether we can
switch to using APR's own zipfiles instead.
