So finally I finished the tests on Windows.

Tested:
- verified content of package with branches/1.4.x@23084
- 6-way tests: (fsfs + bdb) x (ra_local + ra_svn + ra_dav)
- built and tested javahl
- built python and perl bindings

Not tested: any of the swig bindings.

Build environment:
- Visual Studio.NET 2005
- Apache 2.0.59
- apr/apr-util/apr-inconv as included in apache 2.0.59 package (=0.9.12)
- bdb 4.4.20
- Neon 0.26.1
- zlib 1.2.3 (from the deps package)
- OpenSSL 0.9.7i

For the bindings:
- Swig 1.3.25
- Python 2.4.3
- Perl 5.8.8
- jdk 1.4.2_12
- junit 3.8.2

This setup was working correctly, all tests passed, +1 to release.
