At the bottom of the INSTALL file, there are these instructions:

V. PROGRAMMING LANGUAGE BINDINGS (PYTHON, PERL, RUBY, JAVA)
      ========================================================

      For Python, Perl and Ruby bindings, see the file

          ./subversion/bindings/swig/INSTALL
