Question : Hook under Windows XP

Hello,

After the install of Subversion 1.4, I'd like to allow
the automatic email send each time a commit is done by
every user.

Could you indicate me how to do ? My subversion server
is installed on an XP professional plateform.
I tried to modify and transform into a .bat the
post-commit.tpml, but it does not work.
If somebody can post an example of code and process.
