Agreed. The RM gets a vote.

The confusion might be due to PGP sigs and votes being conflated. The
RM's sig serves a special purpose to bootstrap the signature process
(so that the other committers can verify the candidate as being
authentic). But, that has nothing to do with the RM's vote for
