Committed in r21627 with a few minor tweaks (reformatting/rewording of
the instructions in Makefile.in, broke an overly long line in
run_tests.py), thanks!

Note that when I run the tests this way I'm currently getting failures
in the svnsync tests (it throws unexpected stdout exceptions). I've
yet to investigate the problem, but I don't think it's an issue with
how this patch works, more likely one in the svnserve tests
themselves. Since this is off by default it's not going to hurt
anyone to commit it now, even if there are some lingering issues.
