proposal for contrib/server-side : merge repos ordered by date

Dear devs,

I have developed a perl script to merge several repositories into one, in
date order. I have not found this functionnality in tools/ or contrib/.

As it may be useful to other subversion user, I wish to contribute the
stuff for the contrib/server-side directory. The documentation is included
within the source with "svn-merge-repos.pl --man".

I may commit the scripts myself as as I am a committer for the French
translation, but I'm unsure whether I'm allowed to do so and whether this
would be appropriate.
