This design presupposes single-project repositories, which isn't
necessarily a good assumption to make (I have both single-project and
multi-project repos). This just screams for a server-side config file
with a list of "project roots" which can be anywhere in the repository.
  Alternatively, I could see a property on '/' that has the listing of
project roots. This should be a versioned property in any case (think a
retired project).
