As promised earlier, here are some timing results of native path-based
authorization as introduced by this path:

The test results are not very clear, I'll try to make more clear ones,
but in short, the performance of mod_dav_svn doing authorization is close
to that of "SVNPathAuthz off" while still being functionally equivalent of
"SVNPathAuthz on".
