[PATCH] Limit size of emails sent using commit-email.pl

        This is the same patch that was posted in Jan. 2005, just
updated to apply to the current trunk and exclude some irrelevant bits.
(I'm not sure why it was never applied back then.) The original patch
is here: http://svn.haxx.se/dev/archive-2005-01/0913.shtml.

        (Note that bug 2213 actually wants a fix for both
commit-email.pl and mailer.py; hopefully that fact doesn't block this
patch from being applicable on its own.)
