Issues with INSTALL

A few things I noticed skimming through INSTALL:

(a) It hasn't been updated since the deps tarball was split out,
leading to things like "If you are bootstrapping from a tarball,
zipfile or an RPM then you will already have everything you require to
get a Subversion client.".

(b) It (along with all user-level documentation except for a single
line in CHANGES) makes no reference to ra_serf.

(c) There's apparently been a "TBD: Describe BDB 4.0.x problem" in
section IV.B (Mac OS X) since r5965 in May 2003.

I don't know enough about the build system, serf, or this mysterious
BDB problem to offer patches.
