Now that apr has been stable for a long time, I'm unshocked to make
people who do use svn working copies of apr run the buildconfs,
especially if that makes the general case a little saner.

Now, this said, it appears that the OSX buildbot slaves were using svn
working copies, and that this change has broken them. I believe that
in this case, it is the buildbot slave that needs fixing to not use
svn wcs of stable releases. :-)
