svn cleanup bug

Hi all,

I found a bug with svn cleanup and I'm looking for confirmation before
entering it into the issue tracker. This is similar issue 2355 but I guess
the fix might be different.

Running under WinXp svn cleanup will fail if a /.svn/tmp directory is
missing.

I was able to fix the sandbox by manually re-creating all the missing
/.svn/tmp directories. IMO svn cleanup (and maybe other operations) should
create a /.svn/tmp directory if it doesn't exist.

FYI: The problem occurred after using WinXp System Restore tool to restore
my PC to an earlier point in time. It seems that the System Restore tool
tries to restore more that just system files and broke the svn sandbox.
