It may be possible.
Subversion development is done by whoever is interested in doing it, with the 
consensus of the group of active developers, so you will have to drive this 
work yourself or inspire others to do so.  I remember you wrote to us a few 
months ago and explained what this "information currency issuance" is and how 
it relates to a version control system such as Subversion, but I, and probably 
many other developers, have forgotten what it was all about.
Please post here a proposal for adding this feature or set of capabilities to 
Subversion, starting with an introduction to the idea, explaining why users 
should want it, and describing the patches that are essential to support it and 
any patches that are optional.  Your proposal can refer readers to your web 
site for further information.  If you have other people who are interested in 
this work, it would be sensible to include them in the discussion (by "CC:" or 
by encouraging them to join this mailing list).
After that, if there is some agreement that it will be accepted, you can start 
sending the patches for developers to review and commit them.
