It appears someone was listening. Andrew MacKenzie on the users list just reported the problem:

Vital stats:
  Windows 2003
  Apache 2.0.58 (which is bundled with APR 0.9.12, IIUC)
  Subversion 1.3.1 (which is bundled with APR 0.9.7)

I'm not sure how that works on Windows platforms (potentially having two different APR versions).
