libsvn_* dlls on windows

Would it be possible, in a future release, to build the various
libsvn_* dlls and package them?

I'm trying to access svn from ruby via Ruby/DL as explained here:
http://subversion.tigris.org/servlets/ReadMsg?listName=users&msgNo=33052

But it seems the windows binaries don't have any dlls. Is everything
statically linked into
the exe? Is it possible to have the dlls?
