Bounties (Summer of Code)

Hello,
    I was wondering if there are any plans for supporting a bounty or contest
structure for programming. Like the ability to allow multiple submissions to
a piece of code with someone else being able to commit a single change
after testing. I am hoping to use this as a summer of code idea but I would
like input from those who have worked on this program.
