Simplicty, and since control characters are extremely uncommon anyway
(see another mail in this thread), it is no big deal.

Correct. I clarified that. That would break everything!

Yes, as currently specified. It simplifies parsing slightly
(especially if we want to read the file in chunks), but it could
easily be changed to use the native eol marker and support all CRLF,
LF and CR if someone really wants it.
