I have had tests fail on Windows with the svnserve + BDB combination. This
happened in 1.3.0 and 1.3.1. I think I reported it with 1.3.0 but no one
really said anything. In my case, I found that if I started svnserve
myself the tests ran fine. It was only if the test suite started svnserve
that I got problems. So I figured the problems were with my machine
setup.
