I am just starting the testing process, but a couple of quick comments in
regards to the Windows zip file.

1) It is 700 K smaller than the 1.3.0 zip which seems odd.

2) It includes Neon 0.24.7 as opposed to 0.25.5. I see that 0.26.0 was
just released as well.
