Issue cancels how they do now?

Both of these are bindings users, not command line client users.

They don't run "svn" behind the scenes, and thus, the method used to
signal "svn" to cancel is not different for them.

Nobody is suggesting we remove the cancellation feature. I am simply
suggesting it is not the best solution for the command line client.
