I'm not a Python expert either, but open source projects seem to be using
Python a lot, so better get used to it. The fact that you need it to create
the make files is inconvinient for Windows users, but it makes sense; now
subversion devs only have to maintain one set of make files for unix, the
Windows version is always created automatically.

I found the INSTALL file contains all the steps needed to build SVN on
Windows, it took me a lot of hours too, but most of the problems I
encountered could be solved by reading the INSTALL file again and fixing the
mistakes I made against it.
If you have any specific questions, just ask them.

Probably, improving the build system on Windows is a good start for a
volunteer project!
