I agree with keeping it out of svnserve. However, there are excellent
reasons for providing a decent UI (command-line and/or GUI) for managing
services. So I still want to do some sort of management tool. The first
cut should just be the basic service support (changes to svnserve only, plus
docs on how to use sc.exe to use it). Next cut should have a basic
management tool.

Well, I also like the idea of adding only minimal code to svnserve,
especially if sc.exe can be used to install and remove svnserve as a
service. I don't understand why we should be duplicating that functionality
in Subversion.
