I'm not willing to duplicate the effort (and complicate the design, and
waste memory with yet another process) to support the tiny fraction of the
servers running NT 4.0. It's that simple.

You are assuming that people are running *current* Windows servers; there
are still people out there running NT4, which does not in any way support
automatic restart. You would be correct if you limited to your discussion
to Windows 2k or 2k3 services, but that is not the universe of running
servers.
