Your proposal sounds good to me.

What do you mean with the command line parameter <name>?
Wouldn't it be sensible to have two parameters, one for the
internal service name and one for the display name?

I would find it helpful if you added a command line option
that returns a list of all installed services including the
specified root path and its current state.

Why do you want to provide a GUI for managing the services?
IMHO this isn't necessary, command line and Windows Service
Control Manager should be enough.
