The alias is useful if I tell every developer of the project to use it.
It solved the problem, however is not the ideal solution.

I agree with you. A configuration at server side for chosing if $Date$
uses localtime or UTC is enough for all purposes. There is not need for
a new keyword 'UTCDate'.
