Not public, no. I have a private mirror (via SVK and VCP), but we have been
having issues ramping this up for a public mirror (the big problem being that we
can only mirror a branch or bleadperl, not the entire repository).

In fact, my mirror is currently broken and I cannot get past a certain Perforce
rev. I have another method, p42svn, which is roughly equivalent to cvs2svn
(i.e. generates a dump file), but this needs some work to translate the entire
repos history. The problem is that the Perl repository uses every trick that
has ever been used in Perforce, and it isn't easy to translate a file-oriented
VCS to a revision-oriented VCS (like Subversion).
