Well, to be fair to Martin, nearly everyone's reply so far has taken the
hard-line attitude "This is a Windows problem; it's not Subversion's job to
work around Windows problems." Some of these people unfairly implied that
Subversion cannot or will not work around the problem.
Martin, only a few developers here are interested in making Subversion work
well on Windows, though the project team as a whole wants it to be usable.
Most of the people who replied are exasperated that yet another aspect of
Windows' behaviour is causing problems. Certainly, to some degree, Windows
users have to take care to avoid Windows' limitations, but in this case I can
see that you have a valid argument that Subversion should try to do better by
working around the problem.
You might be lucky in getting someone here to work on the problem, but you
might not. You might want to see if you know somebody who could work on this
for you. Remember, it's an open-source project which means that development is
done by whoever wants to do it. Since you seem to be the first person to
report this problem, the person most interested might be you.
If you or someone you know does want to work on this, we will certainly be glad
to help, by discussing designs, reviewing code, and so on.
