How about some new properties:

svn:filename.ntfs = NTFS compatible filename
svn:filename.hfs+ = HFS+ compatible filename
svn:filename.... = ... compatible filename

This could be set (manually) on a per-file basis, and svn could then
use the 'alternate' file name when performing operations if the
property was specified for the current underlying file system.
