Svnserve wrapper for running as a Windows service

Hi folks,

As your FAQ states, to run svnserve as a service under Windows, you need
a wrapper. Magnus Norddahl wrote svnservice.exe and Dan Thompson made
some further improvements last year.

Both of these are available as a zipped source distribution, but of
course there is no history available, and no means of coordinating any
further developments.

Is this a suitable candidate for adding to the subversion contrib/ folder?
