Rolling rc7.

So, with rc6 just out the door, a bug has been found that requires integration
to the 1.3.x branch. It is currently in the branche's STATUS. There is also
talk of pushing a fix to the RPMs in there.

So, in any case, we're rolling rc7. And we need to do so fast if we want to
have one full week of public soak (note: rc6 isn't published yet for lack of
signatures and knowing-that-we're-rolling-rc7, so users@ is still on rc4).

Given all this, I want to roll rc7 tonight (in my timezone, that means "within
the next 6 hours"), get it out to users@ tomorrow, and make the soak officially
end at release-to-users@ + 1w. That means if rc7 is out tomorrow, we hold our
schedule (soak ends on the 28th).

I know that people are getting tired of doing stuff on 1.3, and that hacking on
trunk is a much more interesting thing to do. Hang on in there, if y'all help
me out getting the changes voted through and getting the commiter signatures for
the release of rc7 one I've rolled, we can release 1.3.0 to the world and get
about our business (which, for me, means getting to hack on trunk again without
the Bane of 1.3 upon me).

So, I'm going off to review the out-of-date bugfix for the 1.3.x branch. If
people feel the RPM fix is acceptable for integration, please nominate it and
bother people to get it voted through very quickly. If it's not merged by the
time I get round to rolling, I'll bump it to 1.3.1 .

Those of you with commit access, ready your test environments so that we can
release to users@ quickly once the rc is online.

Those of you with access to the /downloads/ directory on subversion.tigris.org,
if you could also stand by to upload the tarballs there, that would be great.
Karl, is the solution we discussed for getting a more permanent access to this
area implemented yet, or do we still rely on manual intervention?
