r17805 breaks RPM build.

Max,
    Your r17805 commit broke the RPM build (tested on RHEL4). It acts as
if it is trying to install a (MO or PO?) file but can't create the
directory the file is installed into. When I reverted r17805 then it works
fine.

Is there some extra option that needs to be given to the system install to
create directories or something?
