Looks good in general, but please make sure that it works in all
combinations with/without zlib and openssl.

If you're about to do the same for ZLib, you might take a look at using
the Windows makefile that comes with ZLib 1.2.x, like we use the Neon
makefile. (We don't support ZLib 1.1.x any more, so that wouldn't be a
problem.)
