Fair enough. Putting configuration in the repository is nice and
intuitive, but does mean you can't get different configurations for
different access methods. I'm not sure how far we want to go down the
road of overriding repository configurations in svnserve invocations,
but this one step is pretty harmless since we already have the code
there (and it isn't very much code).
