i tried the following:

svn ann http://cvs2svn.tigris.org/svn/cvs2svn/branches/may-04-redesign@1164

with the following result:

svn: REPORT request failed on '/svn/cvs2svn/!svn/bc/1164/branches/may-04-redesign'
svn: File not found: revision 1648, path '/branches/may-04-redesign'

fwiw,
  svn co -r 1164 http://cvs2svn.tigris.org/svn/cvs2svn/branches
checked out trunk instead of the requested revision - svn up -r 1164
worked out.
