Yeah, GCC's repository uses ra_svn. The repository info can be found
here:

http://gcc.gnu.org/svn.html

CVS uses an empty directory under CVSROOT (for diffs?), usually named
"Emptydir" -- could be an artifact from pre-conversion to Subversion.
(I didn't look to confirm whether this is in fact that case for GCC's
repo.)
