Then perhaps we should stop trying to shoehorn some new notation into
the definition of the URL and just add a commandline switch like
--relative, which would trigger the new behavior.

Both paths would need to be specified relative to their common ancestor.

It may be that this is too hacky, as you say, but it seems a waste to
throw away the information encoded in the current WC admin files if we
could find a smart way to use it.
