Why doesn't peg-rev syntax work for copies?

Subject pretty much says it all

svn cp svn+ssh://gcc.gnu.org/svn/gcc/trunk_at_HEAD svn
+ssh://gcc.gnu.org/svn/gcc/tags/bob

gives

svn: Path 'svn+ssh://gcc.gnu.org/svn/gcc/trunk_at_HEAD' does not exist in
revision 106292

Which seems wrong :(

Is this intentional or oversight
