svnserve error output

Hi, Folks,

I found some encoding handling bugs in the error output from svnserve, and
I want to use our existing APR status wrapping mechanism in svn_error.h
for this (to avoid duplicating encoding handling here).

I noticed that svnserve doesn't output an "svnserve: " prefix before
errors in all situations. I think it is pretty obvious that it should;
just want to ask first, since this changes cmdline program output.

Anyone objects?
