Uhm, this is not exactly an answer to your question (actually, it's not
an answer at all), but for your (translated) release notes to be valid
(X)HTML you really should specify a character encoding using the <meta>
tag. Especially if you are using a somewhat lesser used encoding.
To make this a development-related post, translators, please include
a proper character encoding in your (X)HTML files. ;-)
