AFAIK, every version of SVN has broken compatibility with JavaSVN, and
we have no reason to believe 1.3 will be any different *without* the
change.

However, ignoring that, since JavaSVN's license change yesterday, i
could care very little about them.

Personally, i'd really like to see this in 1.3. I probably can't move
GCC to SVN this weekend if it ends up not in 1.3, but that's not
Subversion's problem.
