I dislike this option, because it is very much like our current mailing list
moderation interface, and shares the problem of lacking any way of
indicating 'someone else has already reviewed this change'.

I would prefer there to be some sort of centralized viewable list of
unreviewed changes.

Me neither - I still think patches work, given occasional reminders.
