Actually John I think the feature Matt is asking for is more like the
current incremental commit feature that svk currently has experimenal
support for on a branch. It's borrowed from darcs record, and it
basically asks the user for each chunk in each file whether or not to
commit it. It should land in the svk trunk real soon now.
