Presenting the Contribulyzer.

Committers, please see http://www.red-bean.com/svnproject/contribulyzer/.
It is updated nightly at 8pm Chicago time. It serves two purposes:

   1. Gives us a (very) rough idea of when a patch contributor should
      be considered for commit access.

   2. Once we're already considering someone for commit access, it
      makes reviewing their contributions more convenient, by giving
      us a single URL at which to view their changes.

Much thanks to maxb, dlr, rooneg, and eh for their timely help getting
httpd to serve this document as UTF-8.
