Right. We probably could have picked a better version string.

Yes, it was about non-free components. The subversion book uses a
Creative Commons license which fails the DFSG on technicalities. (This
is likely, but not certain, to be rectified next time the CC tweaks
their licenses.) And since we were repacking the tarfile anyway, we
also kicked out apr and neon.
