Planning (at last) to branch 1.3 tonight.

The important pre-branching things are done for 1.3, so I'm planning
to make the branch later tonight. There are still some TODO items in

   http://subversion.tigris.org/svn_1.3_releasenotes.html

...particularly bindings issues. Those changes can be made on trunk
after we branch, and ported over. The reason to branch now is mainly
to free up trunk for the usual wild & crazy development. (The "soak
period" doesn't start until we release an RC tarball from the branch,
see http://subversion.tigris.org/hacking.html#release-stabilization
for details.)
