I'm sure this is a native Apache error message. Not URL encoded at all...

[Tue May 24 14:34:23 2005] [error] [client 192.168.225.98] File does not
exist: C:/Program Files/Apache Group/Apache2/htdocs/favicon.ico

And it obviously applies to a file on disk, and not an URL.

Isn't this all that is needed?
