97% of the solved issues have no votes.

Actually, I don't think we can easily discover how many votes the closed issues
had when they were open; the numbers we are counting are the numbers of votes
they have now, which is presumably decreasing as people move their votes onto
open issues. So these statistics are a bit meaningless. What a surprise - not.
