Is the fact that symlinks now work, not a complete fix for 2294 already?
Do we even need to introduce any additional configuration mechanism?

I'll agree that symlinks aren't entirely portable, but the only motivation
for out-of-repository hooks so far submitted has been to store the
repository on a noexec mount. I think all OSes which support a noexec mount
option are likely to also support symlinks.
