The wc-replacements work is basically a bugfix, not a new feature,
right? It's an unusually complex bugfix, but still a bugfix.

This means that if it doesn't make it into 1.3, it can in theory still
go into 1.3.1 -- though if it's *too* complex we probably wouldn't do
that, because major code churn in a micro series is undesirable.
Ivan, Erik, what is your judgement about having the wc-replacements
stuff go public for the first time in a micro release?
